Article 31. Important components necessary for ensuring the safety of aircraft specified in Ordinances of the Ministry of Transport under Article 18 of the Law shall be the oil pump, carburetor, magneto, exhaust turbine, ignition distributor, fuel controller, fuel injection pump, engine driven fuel pump and propeller governor.
2. Time specified in Ordinances of the Ministry of Transport under Article 18 of the Law shall be the time designated by the Minister of Transport in the notification taking into consideration structure and performance of engine, propeller and components defined in the preceding paragraph (hereinafter referred to as “the engine, etc.) and the method specified in Ordinances of the Ministry of Transport under Article 18 of the Law shall be overhaul. However, when an application is made by the user of the aircraft relating to the engine etc., which are maintained in good mechanical condition through regular maintenance other than overhaul, the time and method shall be designated by the Minister of Transport taking into consideration the status of maintenance, structure and performance of the said engine.

Article 32. Minor checks under Article 19 paragraph 1 of the Law shall be as listed in the table of Article 24.
(Confirmation of Maintenance at locations Outside of Japan)
Article 32-(2). Locations outside of Japan where it is most difficult to confirm or establish confirmation under the proviso of Article 19 of the Law shall be the area specified in the notification of the Minister of Transport taking into consideration the status of the operation of aircraft in the said areas.
Article 32-(3). The engineer having a certain qualification under the proviso of Article 19 paragraph 1 of the Law shall be the person having the certificate concerning maintenance of aircraft issued by a foreign government (hereinafter referred to as “the Certificate of Foreign Government” in this Article), together with the recognition by the Minister of Transport as possessing an ability similar to or greater than that of any person having certificate of the 1st class, the 2nd class, the 3rd class aircraft mechanic or aircraft shop mechanic.
2. In case of the recognition under the preceding paragraph, the category, class or type of aircraft with respect to the confirmation under the proviso of Article 19 paragraph 3 of the Law, and the place, shall be specified.
3. The term of validity of the recognition under the paragraph 1 shall be one year.
